Brokers register for UCR the same way motor carriers do:

  1. Enter your USDOT number and business details.
  2. Pay the required fee—typically the lowest tier if you don’t operate trucks.

Brokers are still legally obligated to pay into UCR because they arrange interstate freight, even if they don’t own any vehicles themselves.
